Municipal leaders in Quebec are grappling with a growing challenge: encouraging young people, particularly women, to run for office in the midst of increasing harassment and intimidation of elected officials. According to Quebec’s elections agency, approximately 800 municipal councillors, equivalent to 10% of those elected in 2021, have resigned before completing their terms. Several have cited toxic interactions with citizens as a contributing factor.

Victoriaville’s Mayor Antoine Tardif observed that social media has intensified harassment in the municipal sphere, a sentiment echoed by leaders across Canada. In response, Quebec has initiated a campaign to attract candidates, with a significant focus on women and young people. Although women make up half the population, they only accounted for 35.5% of candidates in the 2021 elections. Several female mayors, including France Bélisle of Gatineau and Évelyne Beaudin of Sherbrooke, have opted not to seek re-election, citing hostile work environments and public threats.


The provincial government is attempting to address this troubling trend by offering resources such as a support helpline and legal protections against harassment. Mayor Catherine Fournier of Longueuil, who has faced death threats over a controversial local issue, plans to run again, underscoring the prevalent challenges.

The Quebec Municipal Affairs Ministry aims to recruit a broad spectrum of candidates for the 2025 elections, looking to change the narrative with programs that include mentorship for aspiring politicians. The stark realities of municipal politics today are contrasted by the potential rewards and significant contributions elected officials can make to their communities, as noted by leaders such as Julie Bourdon, Mayor of Granby.

Despite the harsh climate, the local government sees opportunities for growth and civic contributions, stressing the importance of resilience and adaptability in the face of adversity. Municipal elections are set for November 2, 2025.
