MacNamara further revealed that women professionals in key roles were sidelined, and their advice went unacknowledged. Particularly critical of Prime Minister Boris Johnson, she accused him of neglecting to censure “misogynistic language” employed by Dominic Cummings, his chief advisor then.
The prime minister’s non-response to misogynistic and abusive messages by Cummings, unveiled earlier this week, was seen as a profound disappointment. As the second-most influential official during the Covid crisis, MacNamara herself was subjected to high scrutiny, especially during the Partygate scandal last year, in which she confessed to breaking Covid protocols and was subsequently fined.

In one of his messages dated August 2020, Cummings melodramatically described the situation as a “horrific meltdown of the British state,” while launching an offensive against MacNamara and undermining her position.
In her statements to the inquiry, MacNamara expressed her disappointment at Johnson’s lack of retort and failure to check this disturbing language harboring violent and misogynistic undertones. Major issues from childcare during school closures to restrictions’ impact on domestic violence victims were overlooked.
Furthermore, MacNamara delineated the emphasis on activities stereotypically associated with men, such as football, hunting, shooting, and fishing, while designing lockdown measures. In working environment analysis reports, she referred to the prevailing atmosphere as a “superhero bunfight”. Her statements on systemic gender bias in discussions shed light on the collective silence experienced by women in government positions, resulting in further issues about representation and fair decision-making.
The Royal College of Nursing’s chief nurse, Nicola Ranger, reiterated the role of nursing staff during the pandemic, underscoring how the government’s attitudes impacted their performance and morale, especially among female staff.
Additionally, MacNamara raised concerns about compliance with Covid regulations within Downing Street, dishonesty about parties during the Partygate scandal, overreliance on scientific advice, and negligent handling of health and safety measures for government staff, including the belated provision of hand sanitizing stations and lack of psycho-social support.
