Alpha Consulting, an offshore firm nestled in the Seychelles, has been implicated in the formation of various companies used by associates of Russian President Vladimir Putin, including a company utilized to conceal a yacht owned by the late mercenary boss, Yevgeny Prigozhin.

The revelations emerge as part of an extensive investigation analysing thousands of internal Alpha documents and company records. Notable findings reveal that the Seychelles-based Alpha has aided in the creation of over 900 UK partnerships, using a loophole to shroud their true owners in secrecy.

Criminal activity, including alleged fraud and the operation of a sanctions-busting oil carrier, has been associated with some of these partnerships. However, Alpha maintains its adherence to lawful activities throughout its operations.

Among those who have benefited from Alpha’s services is the deceased Yevgeny Prigozhin, a prominent figure in the Wagner Group. His company, Beratex Group Ltd, was previously sanctioned by the United States in 2019 as a front operation to hide his personal assets, including a private jet and yacht.

Other notable clients include Leonid Reiman, a close associate of President Putin. Documents showing Alpha providing directors for Reiman’s companies even when failing to declare his political exposure have surfaced, sparking allegations of corruption risks.

Furthermore, the investigation uncovers Alpha’s role in the creation of 927 limited partnerships, accounting for one in five of registered businesses in England, Wales, and Northern Ireland since 2017. Limited partnerships are notorious for circumventing transparency laws, and recent revelations suggest their increasing usage for illicit activities.

Despite the ongoing investigations and evidence of illicit usage, UK government has yet to extend laws enforcing disclosure of major stake owners, or “persons of significant control”. The investigating team found several of the Alpha-created limited partnerships were used to acquire assets while ensuring the true owners’ identities remain anonymous.

The details revealed in the ongoing investigation has shed light on grey areas in international finance and money laundering prevention measures. Yet the loopholes that exist still allow offshore firms, such as Alpha Consulting, to potentially facilitate illicit activities.

The UK continues to tackle economic crime and enforce stricter laws on offshore financial activities. As investigations like these progress, we can only hope that transparency becomes an overarching theme in international finance.
