Ottawa proposes Clean Fuel Regulations changes and 75-day consultation

Proposed amendments will be published October 30 and would adjust compliance and investment conditions for Canada’s low-carbon fuel sector.

The federal government plans to publish proposed changes to the Clean Fuel Regulations on October 30, opening a 75-day public consultation before any amendments are finalized.

Environment and Climate Change Canada says the proposal is designed to improve the competitive position of Canadian low-carbon fuel producers and reduce compliance costs. It would also support credit-generating investments such as carbon capture at ethanol facilities and the co-processing of canola oil with crude oil.

The department estimates the regulations’ credit market has exceeded $3 billion in value. That figure describes the market created by the existing program; it is not a new spending announcement.

Proposal, not a final rule

The amendments have not yet taken effect. Businesses, provinces, Indigenous partners and members of the public will be able to review the regulatory text in the Canada Gazette and submit comments during the consultation period.
